RELATING TO THE HAWAII CHILD NUTRITION PROGRAM.

Establishes the Hawaii child nutrition programs agency in the department of human services. Establishes a grant program to support the funding of certain initiatives for the State's public schools. RELATING TO EDUCATION.

Requires the department of education to fully implement the farm to school program and farm to school meals program by the 20242025 school year. Provides that complex area superintendents have the authority to implement the farm to school and farm to school meals programs. Requires certain school cafeteria supervisors to report directly to complex area superintendents. Establishes school cafeteria supervisor positions. Requires the office of talent management of the department of education to conduct a compensation review of school cafeteria supervisor positions. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO ACT 86, SESSION LAWS OF HAWAII 2021.

Repeals Act 86, SLH 2021, which authorized the issuance of special purpose revenue bonds to assist Luana Kai A Life Plan Community in the development of a continuing care retirement community in Hawaii Kai. Effective 7/30/3000. (HD1)

RELATING TO TEACHERS.

RELATING TO HEALTH CARE PRECEPTORS.

Expands the definitions of "preceptor" and "volunteer-based clinical training rotation" to allow for improved accessibility for providers to receive income tax credits. Adds dieticians, physician assistants, and social workers to the list of preceptors. Includes the director of health on the preceptor credit assurance committee. Applies to taxable years beginning after 12/31/2023. Effective 6/30/3000. (HD1)

RELATING TO FLOODING.

Appropriates moneys as grants-in-aid to the several counties for the mitigation of flood risks on privately-owned roads. Provides that the appropriation or expenditure of moneys pursuant to the Act shall not be construed to establish a duty of care or grounds for liability for the State or the several counties. RELATING TO CONSERVATION MITIGATION BANKS.

Authorizes the department of land and natural resources to establish and operate conservation mitigation banks to restore, create, enhance, or preserve species, their habitats, or resources as compensatory mitigation, or for past damages. Authorizes the department to contract with a third-party administrator for the operation of the conservation mitigation banks. Clarifies the sale of credits involved in conservation mitigation banking. Effective 6/30/3000. (HD1)

RELATING TO MEDIA LITERACY.

Authorizes school complexes to incorporate media literacy in its standards-based curriculum, including content that prevents negative impacts of misinformation, disinformation, digital discrimination, and online hate speech. Repeals certain requirements related to standards-based curriculum. Effective 6/30/3000. (HD1)
