Requires manufacturers of digital electronic equipment to make available to owners and independent repair providers, on fair and reasonable terms, the documentation, parts, and tools used to diagnose, maintain, and repair the equipment.

Requires the school facilities authority to, to the greatest extent possible, renovate, improve, and expand existing public school facilities and classrooms to increase pre-kindergarten student capacity, including while expending funds appropriated for fiscal year 2023. Requires the authority to submit a report to the legislature.

Establishes a visitor security surcharge on overseas aircraft passenger tickets arriving and departing the state excluding inter-island for the purpose of recruiting and retaining police offices.
