Requires the Department of Education to develop and, beginning with the 2024-2025 school year, implement a financial literacy curriculum for grades kindergarten through twelfth grade.

Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Clarifies the individuals who are eligible to receive the needs allowance. Requires the Department of Human Services to perform an annual review of the needs allowance and report to the Legislature. Appropriates funds.
Prohibits private and state workforce development programs from rejecting an applicant who is 18 years of age or younger based solely on the applicant's active sentence of probation; provided that the applicant is in full compliance with any court-ordered requirements or conditions.
Requires the Department of Corrections and Rehabilitation to establish a two-year pilot program to allow inmates incarcerated at the women's community correctional center to foster pets while incarcerated. Requires DCR to submit a report to the Legislature. Appropriates funds.
