Establishes the R.E.A.C.H (Resources for Enrichment, Athletics, Culture, and Health) Program to provide a standardized framework and funding for after-school programs in public middle and intermediate schools. Re-establishes eligibility for the Preschool Open Doors Program to indicate that the program shall serve three-year-old children, in addition to four-year-old children. Requires the Department of Human Services to report to the Legislature. Appropriates funds. (HB388 HD1)
Strengthens the safe sleep policy for child care facilities for children less than a year of age, including requiring placement of children on their backs for sleeping, discussing the policy with the child's parent or legal guardian, and establishing notice and annual training requirements. Requires child care facilities to report to the Department of Human Services the death of a child less than a year of age in such a facility. (HB684 HD1)
Specifies procedural, disclosure, notice, and other requirements for prospective reviews required by health carriers or utilization review organizations prior to certification of coverage for health care services.
Requires parking placards for disabled persons to bear the disabled person's photograph and prominently display its expiration date. Establishes a penalty for using a placard after the death of the person to whom the placard was issued.
Authorizes drivers to use streaming music services through mobile electronic devices while driving.
Establishes requirements for gerontologist licensure beginning on 7/1/2018.
Requires any person applying for a license as an electrical contractor, pole and line contractor, high voltage electrical contractor, or electronic systems contractor to possess a trade license or an electrical engineering degree from an accredited college to perform electrical work in the State.
