Reduces mortgage loan servicer licensing fees and relicensing fees for nonprofit organizations. Exempts nonprofit organizations and their employees, who are already exempt from licensure and registration as mortgage loan originators, from regulation as mortgage loan servicers. Requires a report to the Legislature. (HB1241 HD1)
Creates a 50% tax credit to a maximum of $250,000 for costs involved in projects that provide housing for low-income and very-low-income residents.
Amends definitions in chapter 578A, HRS, to clarify that any proper adult person or family, regardless of marital status, may be approved by DHS or another authorized agency to provide foster care services for children.
Authorizes Department of Human Services to negotiate reimbursement rate for case managers providing services to Medicaid patients. Specifies the percentage by which these reimbursement rates are to be increased.
Establishes an income tax credit for agricultural businesses that lose income because the business took land out of active production to comply with federal food safety requirements. (HB230 HD1)

Requires an owner or prior owner of an abandoned well to repair or seal the well at the owner's or prior owner's expense. Appropriates funds for three new positions to assist DLNR with the inspection of abandoned wells, the enforcement of well construction and pump installation standards, and enforcement of well abandonment requirements. Authorizes any continuum of care to offer a stipend to volunteers assisting in the point-in-time count conducted annually to determine the number of homeless individuals in the State, as a condition of receiving federal homeless assistance from the United States Department of Housing and Urban Development.
