Appropriates funds to the Department of Land and Natural Resources to assist and provide supplemental funds to the National Wildlife Research Center of the U.S. Department of Agriculture to research the adverse effects of the rose-ringed parakeet on Kauai and develop and begin implementation of a control plan to reduce the negative impacts. Makes an appropriation to the Hawaii community college for the Hawaii community college and University of Hawaii at Hilo, in collaboration with the Department of Agriculture and the Agribusiness Development Corporation, to study agriculture and agricultural learning opportunities on the island of Hawaii. Part I: changes the name of the board of dental examiners to the board of dentistry and dental hygiene; beginning on 7/1/2018, changes the board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Part II: clarifies the allowable and prohibited practices requirements for dental assistants; clarifies that rules shall not infringe upon, overlap with, or conflict with the duties and scope of practice for licensed professionals; and prohibits persons from employing, directing, or ordering a dental assistant or other person to perform services or procedures within the scope of practice of dental hygiene. Requires UH to develop a microgrid plan for one demonstration project at any property on Oahu owned, leased, or controlled by UH. Authorizes UH to select the location for the project. Requires UH to collaborate with the local electric utility. Requires quarterly status reports to the legislature. Requires UH to submit the microgrid plan to the legislature prior to the regular session of 2019. Defines "microgrid". Effective 7/1/2050. (SD2)
