RELATING TO HUMAN SERVICES.

Strengthens the safe sleep policy for child care facilities for children less than a year of age, including requiring placement of children on their backs for sleeping, discussing the policy with the child's parent or legal guardian, and establishing notice and annual training requirements. Requires child care facilities to report to the Department of Human Services the death of a child less than a year of age in such a facility. (HB684 HD1)

RELATING TO HEARING AIDS.

Requires health insurance policies and contracts issued after 12/31/18 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every thirty-six months.

RELATING TO AQUATIC HABITATS.

Authorizes the Department of Land and Natural Resources to use in-lieu fee mitigation to restore, create, enhance, or preserve aquatic habitats or resources as compensatory mitigation. Establishes an aquatic mitigation bank special fund and aquatic in-lieu fee mitigation special fund.

RELATING TO WATER.

Requires an owner or prior owner of an abandoned well to repair or seal the well at the owner's or prior owner's expense. Appropriates funds for three new positions to assist DLNR with the inspection of abandoned wells, the enforcement of well construction and pump installation standards, and enforcement of well abandonment requirements. RELATING TO LABOR.

Annually increases minimum wage 1/1/18 - 1/1/2021. On 9/30/2021 and thereafter requires DLIR to adjust the minimum hourly wage in accordance with the Honolulu region consumer price index. Deletes tip credit.
