Amends definitions in chapter 578A, HRS, to clarify that any proper adult person or family, regardless of marital status, may be approved by DHS or another authorized agency to provide foster care services for children.

Short form bill relating to human services.
Authorizes pharmacists to administer the human papillomavirus, meningococcal, influenza, or tetanus, diphtheria, and pertussis vaccines to persons between eleven and seventeen years of age pursuant to a prescription issued by the person's primary care provider. (HB676 HD1)
Entitles designated family members and other interested persons of a person having a mental health emergency to: notice of certain procedures and actions, option to be present in the courtroom for a hearing on a petition for involuntary hospitalization or assisted community treatment, and option to receive copies of hearing transcripts or recordings. Requires the court to adjourn or continue a hearing on a petition for involuntary hospitalization or assisted community treatment for failure to timely notify designated persons, with certain exceptions.
Requires the Department of Human Services to post on its website, reports of child care facility inspections and corrective actions taken by the facility. Requires annual reporting to the Legislature on records and actions involving violation complaints. Appropriates funds. (HB673 HD1)
Authorizes pharmacists to prescribe and dispense self-administered hormonal contraceptive supplies to patients, regardless of a previous prescription from an authorized prescriber. Specifies requirements pharmacists must meet prior to prescribing and dispensing contraceptive supplies.
Prohibits modification of motorcycle and moped mufflers that increases noise emission above levels of the original muffler indicated on the label affixed to the vehicle per EPA requirements. Applies to motorcycles and mopeds manufactured after December 31, 2018.
Requires the Department of Public Safety to reassess the classification of marijuana as a Schedule I drug under state law and to report its findings to the Legislature.
Makes abuse of a family or household member who is younger than fourteen years of age a class C felony. (HB476 HD1)
Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor.
