Requires the Department of Human Services to include the name of the beneficiary of supplemental nutrition and assistance program (SNAP) benefits on each electronic benefits transfer card. Requires a photo identification to be presented when an electronic benefits transfer card is used.
Requires the Department of Human Services to post on its website reports of child care facility inspections beginning with inspections occurring after 12/31/2019, and suspected or actual complaint violations, including the Department of Human Services' findings and corrective actions. Appropriates funds to implement and comply with the reporting requirements for child care facilities.
Allows authorized emergency vehicles, including fire department vehicles, discretion to use either authorized audible or visual signals when responding to an emergency. Requires vehicles to yield to an authorized emergency vehicle using either an audible or visual signal.
Increases the fine to not more than $1,000 for passing or overtaking a school bus on a state highway while the bus is stopped and its visual signals are turned on. Effective upon approval. (HB1938 CD1)

Establishes a two-year Agricultural Theft and Vandalism Pilot Project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the County of Hawaii. Appropriates funds. Appropriates moneys to the Agribusiness Development Corporation to identify factors that affect the quality of local papaya and to develop and establish protocols to enhance the marketability of Hawaiian papayas.
