Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board. Takes effect on 7/1/2050. (HD1)
Establishes a task force within the department of health to conduct a study on sun protection factor ingredients and the feasibility of further limiting their use in sunscreens in the State. Effective 7/1/2050. (HD1)
Makes permanent the law exempting the University Laboratory School from the public charter school enrollment policy so that it may conform its student enrollment profile to the standard prescribed by the University of Hawaii college of education in order to meet college's research requirements.
Establishes a clean vehicle special fund to incentivize the purchase of vehicles that produce less carbon emissions by providing a rebate. Creates a graduated gasoline-powered vehicle tax to be paid by purchasers of a passenger car or pickup truck that is powered solely by gasoline and obtains only a certain number of miles per gallon.
Requires electric utilities to compensate electricity producers for excess electricity credits.
Improves the State's preparedness and response to disasters. Requires statewide inventories of hospitals, dialysis centers, and medical facilities; satellite phones; and generators to provide backup power. Appropriates funds for positions related to emergency response planning and allocation of resources and for non-perishable food in natural disasters.
Prohibits utility-scale energy projects from being constructed or located within half a mile from the boundary of any residential area.
Incorporates socially responsible investing in the investment decision-making of endowment, trust, or investment funds established by statute or maintained by state agencies or offices.
Establishes the second Tuesday in June as "Car-Free Day" in the City and County of Honolulu to promote clean air, reduced noise, and a slower pace of life. Exempts emergency vehicles.
Replaces the environmental response, energy, and food security tax with a carbon emissions tax. Repeals state fuel taxes under the fuel tax law.
