RELATING TO THE STATE FOUNDATION ON CULTURE AND THE ARTS.

Allows the works of art special fund to be used for performing arts, under certain conditions. Includes posting of a recording of performing art as a form of public display. Defines performing arts. Effective 7/1/2065. (HD1)

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT.

Clarifies that a taxpayer can claim the credit in the third taxable year after they apply for the credit, rather than in any taxable year. Extends the time that the department of agriculture may certify the important agricultural land qualified agricultural costs tax credit from 12/31/2021 to 12/31/2030.

RELATING TO SEX OFFENDERS.

Prohibits a sex offender from residing within two thousand feet of the sex offender's former victim or the victim's immediate family members. Requires the covered offender to receive approval from the Attorney General prior to a change in address.

RELATING TO TRANSPORTATION.

Requires lessors of rental motor vehicles to include an option for the lessee in the motor vehicle rental agreement to contribute a sum to DLNR for the preservation and protection of the environment. Effective 7/1/2050. (HD1)

RELATING TO THE FOOD WASTE RECYCLING.

Establishes a task force in the office of planning to study the feasibility of developing and implementing a food waste recycling and safe disposal program. Requires a report to the legislature.

RELATING TO VISION ZERO.

Requires the Department of Transportation to implement a vision zero program in Hawaii by 7/1/2022. Establishes a goal of no traffic fatalities or serious injuries by 2030.

RELATING TO SERVICES FOR KUPUNA.

Allows the executive office of aging to relax the thirty-hour employment requirement for qualified caregivers under the Kupuna Caregivers Program during a state-declared state of emergency. Adds the option of kupuna caregiver-directed services to the kupuna caregivers program. Includes assisting the care recipient and caregiver with the enrollment process as the duty of a coach. Allows funds under the Kupuna Caregivers Program to be issued to the care recipient's financial management service provider.

RELATING TO THE BOARD OF EDUCATION.

Requires the board of education to hold no less than six community forums annually, with at least one forum in each county. Requires the board to include an open forum for public comments on non-agenda items. Requires a report to the legislature on implementing open forums. Eliminates the superintendent of education as a voting member constituting the public employer for the purpose of negotiating a collective bargaining agreement with personnel of the department of education. Effective 7/1/2050. (SD2)

RELATING TO TRAVEL.

Exempts any person from the post-arrival mandatory selfquarantine if the person receives a negative test result prior to arrival. Allows the governor to establish statewide conditions for exemption. Requires certain COVID-19 tests for travelers who do not have a test result upon arrival to avoid mandatory self-quarantine. Requires any person who does not obtain a negative test result for COVID-19 pre-arrival to be responsible for all costs associated with that person's mandatory self-quarantine. Prohibits the suspension of this Act except by legislative approval via a concurrent resolution. Repeals on 12/31/2021. Effective 7/1/2050. (HD2)
