Bans the sale of flavored tobacco products. Prohibits mislabeling of e-liquid products containing nicotine. Establishes fines and penalties for violations. Includes heated tobacco products among the electronic smoking devices that are subject to restrictions under law.

Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of an underlying felony offense. Directs any forfeiture proceeds to the general fund.
Requires the legislative reference bureau to conduct a study on telework and the use of alternative work schedules for state employees. Requires state departments and agencies to cooperate with the legislative reference bureau. Requires the legislative reference bureau to submit a report of its findings and recommendations, including proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2022. Authorizes the issuance of general obligation bonds with the funds to be deposited into the dwelling unit revolving fund and the rental housing revolving fund. Effective 7/1/2050. (SD2)
Establishes a refundable income tax credit equal to twenty per cent of the federal child tax credit allowed and properly claimed on a taxpayer's federal tax return. Applies to taxable years beginning after 12/31/2020.
Requires the Hawaii correctional oversight commission to create a comprehensive plan to phase out the use of private correctional institutions by 2025. Prohibits the construction of new correctional facilities and the expansion of existing correctional facilities without first obtaining input and recommendations of the Hawaii correctional system oversight commission. Clarifies that social welfare organizations granted tax exempt Requires social welfare organizations granted tax exempt status under 501(c)(4) of the Internal Revenue Code that donate or contribute to noncandidate committees, engage in electioneering communications, or provide an endorsement for or against a candidate to register with the campaign spending commission and file organizational and financial reports. Effective 7/1/2060. (HD2)
Authorizes the state historic preservation division, in consultation with the office of Hawaiian affairs, to delegate the responsibility of historic preservation project reviews to the impacted county and establish a program for third-party individuals and organizations to conduct document reviews on proposed projects. Effective 1/1/2050. (HD2)
Requires the superintendent of education, or the superintendent's designee, to serve as the summer learning coordinator and coordinate all summer programs for children. Requires the summer learning coordinator to work with the department of human services to leverage federal funds for school-based summer programs. (HD1)
Commences the transfer of the Oahu regional health care system in its entirety from the Hawaii health systems corporation to the department of health, beginning with the transfer of the Oahu regional health care system's budget and position count into the department of health. Enables the Oahu regional health care system, department of health, Hawaii health systems corporation, and other state agencies to manage and implement the processes required to effectuate the completion of such transition. Part II takes effect on 6/30/2021.
