Amends the definition of "historic property" to mean a building, structure, object, district, area, or site that is over 100 years old. Limits the applicability of section 6E-42, Hawaii Revised Statutes, which requires review of certain proposed projects, to privately-owned single-family detached dwelling units and townhouses that are over 100 years old and meet other statutory criteria.

Provides that the facts and circumstances to be considered in establishing the offenses of criminal trespass in the second degree and criminal trespass onto state lands may include but not be limited to authenticated photographs, video recordings, or other recordings that show the commission of the offense. Exempts certain applications from the automatic refusal provision that may be invoked by a majority of nearby voters or real estate owners; specifically, applications for a class 1 license on land designated as agricultural by state or county zoning laws and for which the majority of the agricultural commodities used in the manufacturing of the liquor are grown and produced in the State by the license holder.
Repeals the state public charter school commission. Transfers the duties of the state public charter school commission to public charter school authorizers. Transfers appropriations from the state public charter school commission to the board of education to be used by public charter school authorizers.
Prohibits the use of wage garnishment in the recovery of consumer debt. Defines "consumer debt".
Proposes an amendment to article V, section 2, of the Hawaii State Constitution to require that each gubernatorial nominee appoint a person from the same political party as a running mate for lieutenant governor in the general election.
Increases from 1 parking space to 4 parking spaces the number of parking spaces that a place of public accommodation with at least one hundred parking spaces is required to offer by 7/1/2026. Removes the exemption that owners of multiple places of public accommodation may offer electric vehicle parking spaces based on the aggregate number of parking spaces available in their properties. Establishes notification requirements and fines for noncompliance.
Defines "pre-contact historic property". Clarifies that the historic preservation program includes the development, publication, and distribution of materials about protections for burials, historic sites, and archaeological resources. Increases civil and administrative fines for certain violations of historic and preservation requirements and makes violators liable for costs associated with mitigation or restoration measures. Expands the definition of "beer" to specify an alcohol by volume of no less than 0.5 percent and to include alcoholic seltzer beverages. Effective 7/1/2050. (HD1)
Requires the public utilities commission to explore, through its docket process, solutions to the problems posed by siting of above-ground electrical infrastructure in high-risk areas. Requires the public utilities commission to submit a report to the legislature prior to the regular session of 2022. Effective 7/1/2050. (HD1)
