Prohibits the Board of Land and Natural Resources, in declaring residential development areas and acquiring lands therein, from disturbing wetland or dryland taro lands and infrastructure on undeveloped lands. Establishes a fourth class--taro lands classification for public lands. Permits structures for lo‘i or mala taro fields in the agricultural district. Establishes growth and perpetuation of traditional Hawaiian crops as a goal of the State Planning Act. Authorizes the Board of Land and Natural Resources, with the Taro Security and Purity Task Force, to create an inventory of taro lands. Makes an appropriation.
Allows direct shipment of beer and distilled spirits by certain licensees. Requires the liquor commission of each county to adopt rules and regulations.
Authorizes any resident to bring a nuisance abatement suit under part V of chapter 712, HRS, to enjoin and abate nuisances related to environmental hazards, including cannabis smoke that drifts from a residential or commercial unit into any residential unit the citizen rents, leases, or owns.
Clarifies that a taxpayer may claim the important agricultural land qualified agricultural cost tax credit no earlier than the third taxable year after application for first-year certification of the credit. Extends the time that the department of agriculture may certify the important agricultural land qualified agricultural costs tax credit from 12/31/2021 to 12/31/2031.
Increases the minimum wage to $18 an hour, effective January 1, 2023, for employees employed by an employer with more than fifteen employees.
Allows the department of labor and industrial relations to train and deputize volunteer investigators investigating public works projects. Requires reports to the legislature. Appropriates funds.
Requires the auditor to conduct a financial audit of the deposit beverage container program and the Department of Health's expenditures from the deposit beverage container deposit special fund.
Requires a finding that denial of reasonable grandparent visitation rights would cause significant harm to a child as a condition of awarding grandparent visitation rights. Clarifies procedures for an order awarding reasonable grandparent visitation rights. Specifies that a violation of the terms and conditions of the order is punishable as contempt of court.
Appropriates funding for the med-QUEST program of the department of human services (program identification number HMS401) for non-covered or under-covered behavioral health services for med-QUEST beneficiaries.
