RELATING TO FILM INFRASTRUCTURE TAX CREDIT.

Creates a nonrefundable twenty percent film infrastructure tax credit. Requires that the film infrastructure project must spend an unspecified amount on buildings, facilities, or installations. Caps the credit at an unspecified amount per year. Effective 10/18/2050. (HD1)

RELATING TO COVERAGE FOR MAMMOGRAPHY.

Requires health insurers, mutual benefit societies, and health maintenance organizations to cover mandated services for mammography at least as favorably as coverage for other radiological examinations. Effective 7/1/2060. (HD2)

RELATING TO NATIVE HAWAIIAN REHABILITATION PROGRAMS.

Requires the department of public safety, in collaboration with the office of Hawaiian affairs, to create a Native Hawaiian rehabilitation program for prison inmates that puts an emphasis on preserving Native Hawaiian values and cultural practices. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO THE COMPREHENSIVE OFFENDER REENTRY SYSTEM.

Requires the offender reentry office of the department of public safety to develop and implement a risk needs assessment tool that is specifically intended to assess the needs of female offenders. Requires a report to the legislature. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION.

Temporarily allows licensed teachers who have retired to be employed as teachers during a state of emergency and within twelve months of their retirement. Effective 7/1/2051. Repeals on 6/30/2023. (HD2)

RELATING TO SEARCHES OF FEMALE INMATES.

Requires pat downs and searches of female inmates to be conducted by a female correctional facility employee unless the inmate presents a risk of immediate harm to self or others or risk of escape. Prohibits male correctional facility employees from entering areas where female inmates may be in a state of undress for the purpose of conducting a search unless an inmate in the area presents a risk of immediate harm to self or others or if there is a medical emergency in the area. Requires any prohibited search, pat down, or entry by a male correctional facility employee to be documented within three days of the incident, reviewed by the warden, and retained by the institution for reporting purposes. RELATING TO DISASTER RELIEF.
