RELATING TO THE UNIFORM INFORMATION PRACTICES ACT.

Clarifies the legislature's intent regarding internal deliberative and pre-decisional materials of government agencies. Specifies that certain deliberative and pre-decisional materials that are a direct part of a government agency's internal decision-making process are not subject to disclosure if the disclosure of such materials would impair the agency's ability to make sound and fair decisions, but only to the extent that the impairment outweighs public interest in disclosure. RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM.

Provides scholarships for the unmet direct cost needs of qualified students at any four-year University of Hawaii campus who meet certain eligibility criteria. Makes an appropriation for the Hawaii Promise Program. Effective 7/1/2050. (HD1)

RELATING TO LAND STUDY BUREAU CLASSIFICATIONS AND RATINGS.

RELATING TO BUILDING INDUSTRY PROFESSIONALS.

RELATING TO LAND.

Specifies that agricultural multi-use lands under the management of DLNR are not subject to transfer to and management by HDOA. Requires BLNR to revise its land classifications to include agricultural multi-use lands. Establishes and appropriates funds for an agricultural multi-use lands specialist position. RELATING TO RURAL DISTRICTS.

Authorizes the counties to adopt ordinances that allow up to one dwelling per quarter-acre in rural districts; provided that the dwellings are consistent with the county general plan and community development plans. Effective 7/1/2050. (HD2)
