RELATING TO EDUCATION.

Establishes a harm to students registry for all early learning programs or schools and K-12 educational institutions within the State that contains information on school employees, contractors, or volunteers for whom, as result of an investigation, a final finding has been issued that the individual has inflicted harm on a student. RELATING TO EVICTION MEDIATION.

Beginning 11/1/2024: extends the period for a notice of termination of a rental agreement; requires tenants and landlords to engage in mediation; delays filing an action for summary possession if a tenant schedules or attempts to schedule mediation; and requires landlords to provide specific information in the 10calendar-day notice to tenants. RELATING TO HOUSING.

Requires the School Facilities Authority to work with the Department of Education to prioritize projects for the construction of educator workforce housing that will house teachers and other staff of the Department. Requires the School Facilities Authority to include in its annual report to the Legislature its planned actions toward increasing educator workforce housing. Requires the Department of Education to collaborate with certain state and county agencies to submit a preliminary report to the Legislature on the status of lands designated to be transferred to the Department of Education. RELATING TO COUNTY HOUSING POWERS.

Expands the counties' authorization to exercise the same powers as the Hawaiʻi housing finance and development corporation for purposes of developing, constructing, financing, refinancing, or providing mixed-income projects and mixed-use developments. Authorizes units in low- and moderate-income housing projects to be made available to households with higher incomes if there is an insufficient number of persons or families who meet income qualifying requirements. Applies to bond proceeds expended by a county after 12/31/23. Effective 7/1/3000. (HD1)

RELATING TO HEALTH.

Requires the Departments of Health, Human Services, and Education to research and make recommendations on any rules, policies, and amendments to the Medicaid State Plan or Medicaid 1915(c) Waiver that are necessary to ensure provision of clinically appropriate treatments and services for individuals twenty-six years of age or younger with autism spectrum disorder or fetal alcohol spectrum disorder are covered under certain Medicaid programs.
