RELATING TO RENEWABLE FUEL.

Amends the renewable fuels production tax credit by: increasing the tax credit rate; specifying that the credit may be claimed for fuels that meet certain lifecycle greenhouse gas emissions and product transportation emissions thresholds; adding credit values for low lifecycle emissions renewable fuels and sustainable aviation fuels produced; allowing a taxpayer who previously claimed a credit to claim another credit for taxable years beginning after 12/31/2024; amending the credit period to be for a maximum period of ten consecutive years beginning from the effective date of this Act; and amending the required information in the certified statement. Effective 7/1/3000. (HD2)

RELATING TO IRRIGATION.

Authorizes the Director of Finance to issue general obligation bonds and appropriates funds to finance capital improvement projects for irrigation systems in the State. Converts the means of financing from the Irrigation System Revolving Fund to the general fund for certain positions in the Department of Agriculture. Effective 7/1/3000. (HD1)

RELATING TO BUILDING CODES.

Beginning on the date the International Code Council 2024 suite of published codes is adopted as the Hawaii state building code, makes the most recent Hawaii state building codes adopted by the state building code council supersede all existing county building codes and thereafter allows counties to amend the Hawaii state building code as it applies within their jurisdiction. Repeals the counties' authority to adopt, amend, and update the Hawaii state building codes for their respective county building codes. Effective 1/1/3000. (HD1)

RELATING TO HANALEI BAY.

Prohibits vessels longer than seventy-five feet from entering Hanalei Bay except for vessels operated by a federal, state, or county agency. Requires the Board of Land and Natural Resources to define boundaries of Hanalei Bay by rule. Effective 7/1/3000. (HD1)

RELATING TO PAID FAMILY LEAVE.

By 1/1/2028, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2029, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. RELATING TO TAX REVENUES.
