RELATING TO FOREIGN MEDICAL GRADUATES.

Allows foreign medical school graduates applying for a license to practice medicine and surgery to substitute one year of required medical training or experience in a hospital with one year of fellowship training where the parent program or hospital is accredited by the Accreditation Council for Graduate Medical Education.

RELATING TO TOBACCO PRODUCTS.

Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that govern smoking.

RELATING TO TRANSIT-ORIENTED DEVELOPMENT.

Requires the Hawaii Community Development Authority to prepare environmental impact statements for the Iwilei/Kapalama and University of Hawaii West Oahu transit-oriented development infrastructure improvement districts on the island of Oahu. Effective 7/1/3000. (HD1)

RELATING TO CONTRACTORS.

Repeals the leasing restriction on owner-builders who obtain an owner-builder exemption to act as their own contractor and who build or improve residential or farm buildings or structures on property they own or lease and do not offer the buildings or structures for sale. Requires an owner or lessee to provide signed written notice that the structure for lease or sublease was built or improved by an individual who is not a licensed contractor. Effective 7/1/3000. RELATING TO WORKERS' COMPENSATION MEDICAL BENEFITS.

Expands workers' compensation medical benefits for firefighters to include coverage for adenocarcinoma or mesothelioma of the respiratory system; cancer of the buccal cavity, colon, pharynx, and thyroid; and malignant melanoma. Specifies that an employer may prove that the cancer or disease was not associated with the firefighting duties to deny medical benefits under workers' compensation law. Effective 7/1/3000. (HD1)

RELATING TO HOUSING.

Clarifies that dwelling units eligible under the Rent-to-Own Program shall be units that are for sale in fee simple or leasehold on state or county land under a lease with an initial term of no less than ninety-nine years. Increases the time the sale price under the program must remain fixed from five years to ten years. Effective 7/1/3000. (HD1)

RELATING TO AGRICULTURE.

Requires and appropriates funds for the Department of Agriculture to develop an online reporting tool on restricted use pesticide usage. Appropriates funds to convert an unspecified number of temporary Environmental Health Specialist III positions into permanent positions. Effective 7/1/2050. (SD1)

RELATING TO SCHOOL MEALS.

Beginning with the 2025-2026 school year, requires the Department of Education to provide free breakfast and lunch to students enrolled in a public school who meet certain requirements. Reduces the amount the Department of Education is authorized to charge for school meals to all students enrolled in department schools to no more than an unspecified portion of the cost of preparing the meals. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO PESTICIDE BUFFER ZONES.

Increases the buffer zone for restricted use pesticides around schools to one-half mile. Allows the use of restricted use pesticides within the buffer zone as part of invasive species control conducted by the Department of Agriculture or invasive species committees organized under the University of Hawaii Pacific Cooperative Studies Unit.

RELATING TO TAXATION.

Exempts the sale of groceries and nonprescription drugs from the general excise tax. Incrementally increases the general excise tax over four years, with the increased proceeds during certain fiscal years to be deposited into the general fund. Removes the state income tax on unemployment compensation benefits. Doubles the standard deduction for individuals earning less than $100,000 and joint returns earning less than $200,000. Repeals the incremental increases on standard income tax deduction amounts. Increases the minimum income threshold and exemption amount for the low-income household renters' income tax credit. Removes the tax liability for the first $100,000 of individual income earned. Establishes the Maui Recovery Special Fund to be used for recovery programs related to the 2023 Maui wildfires. Appropriates funds. Applies to taxable years beginning after 12/31/2024.
