Allows the counties to establish a petition process for neighborhoods, subdivisions, or other geographically contiguous areas to establish or retain certain requirements or specifications. Beginning 7/1/2027, requires newly installed or modified individual wastewater systems that are near the shoreline or on highly porous soils to include denitrification capacity. Requires the Department of Health to reduce requirements for disposal systems connected to wastewater systems with denitrification capacity. Effective 7/1/3000. (HD1)
Prohibits minimum off-street parking requirements for new developments or redevelopment projects located in transit‑oriented development infrastructure improvement program areas. Effective 7/1/3000. (HD1)
Exempts any agricultural enterprise practicing diversified agriculture on lands formerly used for commercial sugarcane production within the conservation district from any permitting and site plan approval requirements established for lands in a conservation district. Effective 7/1/3000. (HD1)
Requires cooperative housing corporations, planned community associations, and condominium associations to allow owners to display the Hawaiian flag within the owner's property. Allows reasonable time, place, and manner restrictions on Hawaiian flag displays to protect a substantial interest of the association or corporation. Effective 7/1/3000. (HD1)
Requires persons who sell or offer plants for sale at retail to provide information on the risk of invasiveness of the plant species. Requires the Invasive Species Council to develop a labeling system for plants that displays the plants' weed risk assessments. Establishes fines for violations. Effective 1/1/2027.
Authorizes the counties to require contractors to disclose information regarding their employees' wages, benefits, hours, and employment status. Effective 7/1/3000. (HD1)
