RELATING TO PROCUREMENT.

Prohibits all governmental bodies and public employees from procuring services for project management through non-governmental third-party contracts, except for certain procurements of independent verification and validation contracts for information technology services. Temporarily authorizes, until 6/30/2027, outside contractors who prepared specifications and work statements in the development of a Department of Transportation solicitation to bid on those projects if certain requirements are satisfied. Requires a report by the Department of Transportation. Effective 7/1/3000. (SD2)

RELATING TO PROCUREMENT.

Prohibits a procurement officer from disclosing a competing offeror's proposal or evaluation scores, except the summary of scores, during a debriefing requested by a non-selected offeror. Authorizes the disclosure of a competing offeror's proposal or evaluation scores after a protest is resolved and the contract is executed. Effective 1/1/2491. (SD1)

RELATING TO TRAUMA-INFORMED CARE.

Directs the Office of Wellness and Resilience to collaborate with the Department of Human Services to, either directly or by contract, design, administer, and implement a program for trauma-informed organizational assessments and a training curriculum for the Department of Human Services Child Welfare Services Branch staff. RELATING TO HISTORIC PRESERVATION REVIEWS.
