RELATING TO HIRING.

Authorizes a state department, division, or agency, rather than the Department of Human Resources Development, to conduct a minimum qualification review of applicants for vacant positions within the department, division, or agency. Requires the Department of Human Resources Development to provide state departments, divisions, and agencies the applications received for vacancies under certain circumstances. (CD1)

RELATING TO HEALTHCARE WORKFORCE DEVELOPMENT.

Appropriates funds to the Department of Labor and Industrial Relations and Department of Education to support health care workforce development programs, specifically the public high school health care workforce certificate program and glidepath program for certified nurse aides. Appropriates funds to renovate and equip certain public high school classrooms to be used for health care training. (CD1)

RELATING TO MENTAL HEALTH.

Beginning 7/1/2026, establishes provisional or associate-level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances; authorizes psychologist license applicants who possess a provisional license to sit for the licensing examination before completing certain supervised experience requirements; and authorizes insurance reimbursements for services provided by a supervised social work intern in certain circumstances. Appropriates funds out of the Compliance Resolution Fund. (CD1)

RELATING TO HEALTH.

Allows registered pharmacists during declared states of emergency to refill prescriptions for persons directly impacted by the emergency for up to a thirty-day supply if the practitioner is unavailable or cannot be contacted to authorize the refill and if, in the pharmacist's professional judgment, failure to refill the prescription might interrupt the patient's ongoing care and have a significant adverse effect on the patient's well-being. RELATING TO APPRAISAL MANAGEMENT COMPANIES.

Reestablishes the Appraisal Management Company Registration Program within the Department of Commerce and Consumer Affairs, to begin September 1, 2024. Appropriates funds from the Compliance Resolution Fund for the Program. (CD1)

RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS.

Extends the State's deadline to achieve its energy-efficiency portfolio standards target from 2030 to 2045 and updates the standards. Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2030, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2045 and interim standards. Takes effect 1/1/2060. (SD2)

RELATING TO CESSPOOLS.

Part II: Amends the deadlines for required upgrades conversions, or connections for certain priority level 1 and priority level 2 cesspools. Part III: Authorizes and appropriates funds to the Department of Health to retain qualified consultants as necessary to identify necessary public outreach and education resources and tools and develop a comprehensive public outreach strategy and website to educate homeowners and wastewater industry professionals about information and resources regarding the State's cesspool upgrade, conversion, and connection requirements and deadlines. Part IV: Appropriates funds and establishes positions for the implementation of the cesspool compliance pilot grant project. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/2050. (SD1)
