RELATING TO THE RENTAL HOUSING REVOLVING FUND.

Creates a mixed-income rental housing subaccount under the Rental Housing Revolving Fund which shall make loans to mixed-income rental projects or units in a mixed-income rental project. Authorizes the transfer of moneys from the Rental Housing Revolving Fund to the Rental Housing Revolving Fund Mixed-Income Subaccount.

RELATING TO FAMILY RESILIENCE PILOT PROGRAM.

RELATING TO LONG DURATION CLEAN ENERGY STORAGE.

Expands and renames the Hawaii Renewable Hydrogen Program to include identification of likely pumped storage hydropower locations, or sites for other long duration clean energy storage technologies, and promotion of their development. Expands the use of the Hydrogen Investment Special Fund to include seed capital and venture capital investments for the Hawaii Renewable Hydrogen and Long Duration Clean Energy Storage Program. RELATING TO PUPIL TRANSPORTATION SAFETY.

Amends sections 286-102 and 286-181, HRS, to allow exemptions to include use of motorcoaches, small buses, and vans, which may not meet school bus regulations for school bus services, but which shall otherwise meet vehicle requirements and qualifications set forth in chapter 19-143, Hawaii Administrative Rules, to the extent required by the Department of Transportation and the Department of Education, when adult staff chaperone escorts of students are provided while students are being transported between designated locations off-campus and designated locations on-campus.

RELATING TO EMERGENCY PREPAREDNESS.

Establishes the Community Readiness Centers Program to be implemented and administered by the Hawaii Emergency Management Agency. Establishes the Community Readiness Centers Special Fund to fund the Community Readiness Centers Program. Renames the Environmental Response, Energy, and Food Security Tax to the Environmental Response, Energy, Food Security, and Resilience Tax and directs a portion of the tax into the Community Readiness Centers Special Fund. RELATING TO HOUSING.

Appropriates funds for the Hawaii Housing Finance and Development Corporation to allocate to housing counseling agencies certified by the United States Department of Housing and Urban Development to provide housing counseling services. RELATING TO HISTORIC PRESERVATION.

Creates a process for expediting the review of majority-residential mixed-use transit-oriented development or residential transit-oriented development on certain parcels within county-designated transit-oriented development zones that have a low risk of affecting historically significant resources. Authorizes lead agencies, including county governments, to make determinations on the potential effects of a project. Creates a ninety-day limit, or thirty-day if no historic property is to be affected, to concur or not concur with project effect determinations. Exempts projects with written concurrence from further review unless there is a change to the project or additional historic properties, aviation artifacts, or burial sites are identified within the project area. Establishes notice and reporting requirements if there is a change to the project or additional historic properties, aviation artifacts, or burial sites are identified within the project area after the initial written concurrence.
