Establishes a comprehensive healthcare task force to study and report on specified major issues relating to healthcare. Appropriates funds for the purposes of the task force. (HB666 HD2)

Prohibits any person from setting off, igniting, discharging, or otherwise causing to explode any fireworks or articles pyrotechnic from any public way without a permit. Imposes penalties. Provides a person who causes property damage or bodily injury due to the unlawful use of fireworks or articles pyrotechnic shall be responsible for damages and compensation. (HB1097 HD1)
Allows the use of medical cannabis to treat opioid use, substance use, and withdrawal symptoms resulting from the treatment of those conditions or a medical condition that is normally treated with a prescription medication that could lead to physical or psychological dependence, but can be treated more effectively and safely through medical cannabis.
Creates a crisis intervention and diversion program in the department of health to divert those in need to appropriate health care and away from the criminal justice system.
Makes an appropriation to the University of Hawaii College of Tropical Agriculture and Human Resources for research and prevention of the spread of ornamental ginger pathogens.
Grants a circuit court, when sentencing a minor for a criminal offense, greater discretion in sentencing if the victim of the crime for which the minor was convicted had trafficked or sexually assaulted the minor within one year before the minor committed the offense.
Establishes and designates ‘awa, made from the plant roots of Piper methysticum, as the official beverage of the State.
Increases the minimum wage rate to $15.00 per hour and requires the State to contribute $2.00 per hour per employee to employers with 25 or fewer employees beginning 1/1/2022.
Establishes a task force to examine the current operation and practices of the Department of Hawaiian Homelands, particularly as it relates to use and distribution of its land assets, and to further provide suggestions and innovative solutions to end the waitlist issue and assist with initiatives designed to increase self-funding through better leveraging of assets.
Requires a health care professional or pharmacist who dispenses any opioid drug to include with the drug instructions for disposing of any unused portion, along with a pre-addressed envelope or package that can be used to mail any unused portion to a medication disposal program in the State at no cost to the person to whom the drug was dispensed.
