Reduces, then later exempts, the tax collected on the sale of groceries that are eligible under the supplemental nutrition assistance program or special supplemental nutrition program for women, infants, and children, regardless of the means of purchase and the program eligibility of the purchaser. Reduces, then later exempts, the tax collected for the sale of nonprescription drugs.

Establishes the Hawaiʻi cannabis regulatory authority, which shall have oversight over the personal use of cannabis. Legalizes and regulates the personal use of small amounts of cannabis. Regulates the cultivation and sale of small amounts of cannabis. Transfers certain regulatory powers regarding medical cannabis dispensaries to the Hawaiʻi cannabis regulatory authority. Imposes taxes upon cannabis sales. Appropriates moneys.
Prohibits the State from denying or interfering with a patient's right to choose to obtain an abortion or to terminate a pregnancy if the termination is necessary to protect the life or health of the patient. Repeals a criminal penalty for violations of certain abortion provisions. Clarifies that advanced practice registered nurses may provide abortion care. Clarifies that physicians, osteopathic physicians, and advanced practice registered nurses may administer a medication abortion via telehealth for a patient residing in the State.
Suspends the state fuel tax for the period of July 1, 2023, to June 30, 2024. Effective 6/30/3000. (HD1)
Requires the clean energy initiative program to design, implement, and administer a plan to increase jobs aligned with the State's transition to a clean energy economy and strategies for evaluating and supporting a transition to a clean energy economy that advances social equity. Authorizes the use of the energy security special fund to create jobs that advance the State's goals of achieving greater energy security and adapting to climate change, expand workforce development and training programs for workers transitioning to a clean energy economy, and strengthen social equity in the adoption of clean energy technology. Appropriates funds to the Department of Business, Economic Development, and Tourism for the Commission on the Thirteenth Festival of Pacific Arts to plan for the Festival of Pacific Arts to be held in Honolulu from June 6 to June 16, 2024.
Requires certain patients subject to emergency hospitalization to be assessed to determine whether a surrogate or guardian is needed to make appropriate health care decisions for the patient.
Beginning January 1, 2025, authorizes public schools and public charter schools to have an employee trained to administer or assist with the self-administration of seizure disorder rescue medication, with certain exemptions. Authorizes all principals, guidance counselors, and teachers to perform an annual self-review of seizure disorder materials. Allows a seizure action plan for every diagnosed student to be established and distributed to employees charged with supervising the student. Appropriates funds.
Increases the percentage rate of weekly workers' compensation benefits for partially dependent parents of a deceased child from twenty-five per cent to fifty per cent.
Requires certain employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care and supplemental paid sick leave to employees under certain public health emergency conditions.
