Formally recognizes that the Office of Hawaiian Affairs is not barred from pursuing and may negotiate with respect to public land trust claims not addressed in Act 15, Session Laws of Hawaiʻi 2012.

Prohibits a landlord from terminating certain tenancies without just cause. Requires a landlord to provide relocation assistance or waive the last month's rent when terminating a tenancy for no-fault just cause. Restricts how much and how often a landlord may increase an existing tenant's rent. Establishes the Hawaiʻi rent board to oversee annual rent increases and conduct rental arbitrations, mediations, and investigative hearings on reports of wrongful evictions, and publish a tenant bill of rights. Requires a landlord to provide a tenant with the tenant bill of rights. Establishes a rent stabilization special fund, to be funded by a separate fee assessed on rental units to support the activities of the Hawaiʻi rent board.
Beginning with the 2023-2024 school year, requires the department of education and public charter schools to provide free breakfast and lunch to all enrolled students. Appropriates funds. Effective 6/30/3000. (HD1)
Appropriates funds for the department of agriculture to hire a consultant to work with hemp farmers to identify the infrastructure needs of hemp farmers and the hemp industry in Hawaiʻi. Requires report to the legislature, governor, and chairperson of the board of agriculture. Effective 6/30/3000. (HD1)
Includes electronic smoking devices and e-liquids under the definition of "tobacco products" for purposes of cigarette tax and tobacco tax law. Repeals the electronic smoking device retailer registration unit under the department of the attorney general. Effective 1/1/3000. (HD2)
Requires that the identity statement used for labeling or advertising hemp products identify the percentage of Hawaiʻi grown hemp and hemp of other origins contained in hemp products. Appropriates funds. Effective 6/30/3000. (HD1)
Requires the court to automatically seal or remove from the Judiciary's publicly accessible database any information relevant to the arrest or case of a person for whom an expungement order has been entered. Requires the Judiciary and the Examiner of Drivers to no longer include dismissed traffic citations in public driver's records.
Repeals the duty to retreat or take over evasive action with respect to the use of deadly force as a justifiable means of self-protection.
Establishes the shade and fruit tree program in the department of education to support educational activities and encourage propagation of native shade trees or fruit trees for planting in department schools. Appropriates funds for the program and to establish an arborist position. Effective 6/30/3000. (HD1)
Requires the department of health to establish a reverse vending machine pilot program to provide grants to deploy reverse vending machines in the State. Allows moneys from the deposit beverage container deposit special fund to be used for grants to deploy reverse vending machines. Effective 6/30/3000. (HD1)
