Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters, under certain conditions. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters. Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board and the exclusive representative for bargaining unit (6) (educational officers) to appoint a nonvoting public school administrator representative to the board.
