Increases the monthly needs allowance from $50 to $75. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. Requires the Department of Human Services to perform an annual review of the needs allowance. Appropriates funds.
Exempts unemployment compensation from state personal income tax beginning in the 2023 tax year. Increases the maximum weekly benefit a person may receive in unemployment compensation beginning on 1/1/2025.
Requires the judiciary or supporting agencies to establish and support a program for restorative justice in each county and inform various criminal justice representatives of the existence of the program. Appropriates funds for the establishment of one program and one position in each county.
Amends the Supplemental Appropriations Act of 2022 to specify that the appropriation for Hawaiʻi housing finance and development corporation (BED160) is to be deposited into and expended from the affordable homeownership revolving fund for purposes of the revolving fund.
Prohibits the sale, offer for sale, display for sale, trade, or distribution of certain animal fur products in the State. Effective 1/1/2024.
Allows candidates seeking election to use campaign funds for child care and vital household dependent care costs under certain conditions.
Encourages the employees' retirement system, in evaluating venture capital investments, to consider opportunities in industries that will sustain Hawaiʻi's natural environment or produce economic opportunities for its residents, including renewable energy businesses and businesses that use the investment capital to acquire the infrastructure and services needed to become energy sustainable. If the employees' retirement system board of trustees determines that it is not prudent to invest in any Hawaiʻi venture capital meeting this description, requires the board to report the rationale for the decision in its annual report to the legislature. Requires board of education approval prior to the termination of a complex area superintendent.
Requires the school facilities authority to, to the greatest extent possible, renovate, improve, and expand existing public school facilities and classrooms to increase pre-kindergarten student capacity, including while expending funds appropriated for fiscal year 2023. Requires the authority to submit a report to the legislature.
