Requires the Department of Agriculture to conduct a market analysis study to identify the optimum mix of private sector, public sector, and philanthropic funding sources and mechanisms needed to support blue carbon ecosystem projects in the State and Pacific region. Makes an appropriation.

Beginning in the 2025-2026 school year, requires each public, private, and charter school in the State to establish a program within the health education curriculum for high school students to provide instruction in cardiopulmonary resuscitation. Specifies instruction requirements. Waives liability for instruction under certain circumstances.
Establishes the Dam and Appurtenance Improvement or Removal Grant Program for plans, design, construction, and equipment that is used to improve or remove deficient dams and appurtenances as determined by the Department of Land and Natural Resources. Specifies eligibility requirements for dam and appurtenance improvement or removal grants. Appropriates funds.
Amends the definition of "prospective loss costs" to incorporate catastrophe modeling instead of historical aggregate losses. Prohibits insurers from basing certain insurance rates on past loss experience within or outside the State.
Exempts qualified disabled veterans from various annual motor vehicle fees and taxes, including vehicle weight taxes and beautification fees.
Establishes the Fire-free Program within the Department of Commerce and Consumer Affairs to provide interest-free loans to condominiums for the installation of fire sprinklers or alternative life safety improvements. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Appropriates moneys.
Proposes a constitutional amendment to ensure that the basis to marriage shall not be denied or abridged on the basis of race or sex.
Requires the Hawaiʻi Public Housing Authority to allow any resident of a public housing project or state low-income housing project to keep 1 or more pet animals in the resident's unit, subject to applicable state laws, county ordinances, and any reasonable conditions. Provides that the Authority may charge a refundable deposit for each pet animal but shall not impose a monthly pet fee or pet rent. Allows the Authority to remove a vicious animal to protect persons or property.
Amends emergency management law to protect tenants, mortgagors, consumers, and residents for certain periods of time after the issuance of a gubernatorial or mayoral emergency proclamation. Classifies violations as unfair methods of competition and unfair and deceptive acts or practices.
Amends the fine for individuals convicted of criminal littering to $1,000 instead of a range of $500 to $1,000.
