Requires monthly rather than annual reporting of restricted use pesticides. Amends the contents of reports to include specific geospatial data and information, site information, and increased detail on the amount of restricted use pesticides used. Requires the department of agriculture to develop an online reporting tool for restricted use pesticides.
Authorizes the issuance of general obligation bonds and appropriates funds for various agricultural infrastructure projects throughout the State.
Increases the Rental Motor Vehicle Surcharge from $2 to $7. Includes the operation and maintenance costs of the Lahaina Bypass North as a permissible use of the State Highway Fund.
Establishes a substance abuse treatment special fund. Increases liquor tax rates to unspecified amounts. Allocates increased liquor tax revenues to the substance abuse treatment special fund.
Takes effect only upon ratification of constitutional amendment requiring the election of the Sheriff as the single executive of the Department of Law Enforcement. Effective 1/1/2025, amends elections law to accommodate the election of the Sheriff. Effective 12/1/2026, makes statutory amendments to make administrative changes to the Department.
Requires the Department of Agriculture to use consistent units of measurement in its summary to the public on the amounts of restricted use pesticides used. Effective 1/1/2025, prohibits restricted use pesticides from being applied within one-half mile of schools during normal school hours and of state or county public parks.
Includes oilseed cover crops into the Cover Crop Reimbursement Pilot Program established by Act 312, SLH 2022.
Prohibits planned community associations from planting yellow oleander or causing or allowing yellow oleander to be planted on their real property. Effective 7/1/2025.
Appropriates funds to the University of Hawaiʻi Cancer Center to conduct a multiethnic cohort study focusing on the social determinants of health, lifestyles, environmental exposures, and resilience factors of Native Hawaiians, Pacific Islanders, and Filipinos. Requires the Cancer Center to seek federal funding to complete the study.
