RELATING TO RENEWABLE ENERGY.

Requires the Hawaiʻi State Energy Office to conduct a statewide environmental assessment for, and subsequently administer, a slim-hole resource characterization program under the direction of the Hawaiʻi Groundwater and Geothermal Resources Center at the University of Hawaiʻi. RELATING TO AIR POLLUTION.

Requires the owner or operator of each waste combustion facility or municipal solid waste landfill to develop a plan to implement continuous monitoring and sampling technologies for the purposes of collecting data regarding emissions. Requires a publicly available website hosted by the Department of Health to track and display data collected on emissions. Requires the Department of Health to adjust permit limits for air contaminants based on emissions data collected. Requires reports to the legislature. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO CAMPUS SAFETY.

Requires all existing University of Hawaiʻi employees to be provided training on federal laws and University of Hawaiʻi policies regarding sex discrimination and sexual misconduct by December 31, 2024. Clarifies that amnesty provisions are applicable to only students and the student conduct code. Appropriates funds out of the general revenues of the state, rather than the University of Hawaiʻi Tuition and Fees Special Fund, for fiscal year 2024-2025 for operating expenses and to establish positions. Effective 7/1/3000. (HD1)

RELATING TO PUBLIC EMPLOYEE COMPENSATION.

Repeals payroll day for public officers and employees by requiring them to be paid pursuant to a predicted payroll schedule, rather than an after-the-fact payroll schedule. Provides that the predicted payroll schedule shall not be subject to negotiation under Chapter 89, Hawaiʻi Revised Statutes. Makes appropriations to establish six full-time equivalent positions and to cover the costs of converting to a predicted payroll schedule. Effective 7/1/3000. (HD1)
