RELATING TO CANCER.

Appropriates funds to the University of Hawaiʻi Cancer Center to conduct a multiethnic cohort study focusing on the social determinants of health, lifestyles, environmental exposures, and resilience factors of Native Hawaiians, Pacific Islanders, and Filipinos. RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Repeals language that gives the director of finance discretion to use moneys in the Hawaiʻi ABLE savings program trust fund if the director elects to accept deposits from contributors instead of sending deposits directly to the ABLE program manager. Authorizes the director of finance to expend moneys in the Hawaiʻi ABLE savings program trust fund to provide incentive payments to Hawaiʻi public school ABLE account owners. Appropriates moneys to fund incentive payments. Establishes and appropriates moneys to fund one full-time equivalent (1.0 FTE) permanent position to provide statewide outreach, advocacy, and relationship management for the Hawaiʻi ABLE savings program. RELATING TO TAXATION.

RELATING TO CESSPOOLS.

Part I: Establishes and appropriates funds for a county cesspool pilot program in the Department of Health to work with each county to identify a priority area to expand the county sewage system or other centralized treatment system to connect individual properties in the priority area and reduce or eliminate cesspools in the identified area. Part II: Creates a cesspool conversion section in the Department of Health to facilitate the conversion of cesspools within the State. Establishes and appropriates funds for positions. Part III: Requires the Department of Health to retain qualified consultants to identify necessary public outreach and education resources and tools, and develop a comprehensive public outreach strategy and educate homeowners regarding the State's cesspool upgrade, conversion, and connection requirements and deadlines. Part IV: Establishes, for all taxable years after December 31, 2023, an income tax credit for the cost of upgrading or converting a qualified cesspool to a Director of Health-approved wastewater system or connecting to a sewerage system. Requires that, effective 11/1/23, certain information regarding cesspools on real property be included in seller mandatory disclosures for real property transactions. Effective 6/30/3000. (SD2)

RELATING TO THE ENVIRONMENT.

Requires the Department of Health to conduct a statewide needs assessment and establish an advisory council to determine what would be needed to transition to a more circular system with less waste generation, more reuse, and an extended producer responsibility program for packaging materials and paper products. RELATING TO ADMINISTRATIVE FEES.

Statutorily establishes a Department of Land and Natural Resources transaction fee for each recording in the Bureau of Conveyances and Land Court. Amends the authorized uses of moneys in the Bureau of Conveyances Special Fund. Repeals language that required the Bureau of Conveyances' microfilm fees to be established by rules. RELATING TO SCHOOL SAFETY.

Requires the Department of Education to create emergency access plans for each Department school. Requires each Department school to have a comprehensive school evacuation communication plan for use during emergencies. Requires the Department of Education to collaborate with the Department of Transportation to assess all Department school campuses to determine if there are sufficient emergency evacuation routes for each campus and report to the Legislature. RELATING TO THE KAAAWA-HAUULA COMMUNITY-BASED LONG-RANGE TRANSPORTATION PLAN.

Appropriates funds for and requires the involvement of community members and organizations in the development of a community-based, long-range transportation plan for the Kaaawa, Punaluu, and Hauula communities.
