Appropriates funds for three program specialist positions within the Executive Office on Aging for Hawaii's State Health Insurance Assistance Program.
Amends the Supplemental Appropriations Act of 2022 to specify that the appropriation for Hawaii housing finance and development corporation (BED160) is to be deposited into and expended from the affordable homeownership revolving fund for purposes of the revolving fund.
Requires that Hawaii housing finance and development corporation housing projects include a restrictive covenant that the percentage of units of the housing project that are designated as affordable housing, as described in the submitted housing project application, shall be affordable housing in perpetuity.
Increases the state earned income tax credit from twenty to twenty-five percent of the federal earned income tax credit.
Requires certain employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care and supplemental paid sick leave to employees under certain public health emergency conditions.
Provides employed individuals with up to 8 weeks of paid family leave during the 1st year after birth of the individual's child, adoption of a child by the individual, or placement of a child with the individual through foster care, and 8 weeks of paid family leave to care for the individual's family member having a serious health condition during any benefit year, paid through an employer-based private insurance program currently used to provide for temporary disability benefits. Specifies that private employers having fewer than 200 employees shall not be required to provide family leave and family leave benefits. Repeals chapter 398, HRS. Appropriates funds to the Department of Labor and Industrial Relations. Sections 1-28 effective 7/1/2025.
Requires the department of health to conduct a feasibility study for the establishment of an outpatient mental health facility for children and adolescents living in the Ocean View region of Hawaii island, including in the communities of Ocean View, Milolii, Naalehu, and Pahala.
Increases personal income tax revenues for high earning taxpayers by establishing new income tax brackets and rates that are applied against a broader level of taxable income for taxable years beginning after 12/31/2022.
Establishes a Desalination Planning Task Force to examine the feasibility of, and develop a plan and timeline for, the use desalination as a source of potable water in the State. Appropriates moneys.
Repeals section 328J-11.5, Hawaii Revised Statutes.
