Requires the maintenance of at least three hundred parking stalls at Ala Wai boat harbor at no cost for recreational ocean access and for the practice of traditional and customary Native Hawaiian rights.
Requires self-service stations to put labels on gas dispensing equipment that advise consumers on the effects of fossil fuel consumption to human health and the environment.
Requires the Department of Accounting and General Services to enable parking stall sharing among public employees, accommodate more electric vehicle charging stations, and provide bicycle storage lockers at facilities where parking is made available to public employees. Requires new public housing developments' parking stalls to accommodate electric vehicle charging stations and bicycle storage lockers.
Requires health insurance policies and contracts issued on or after 01/01/2024 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every thirty-six months. Effective 01/01/2024.
Requires condominium associations and planned community associations that have a service agreement with a towing company to maintain and provide to the towing company a "do not tow" list of authorized resident vehicles. Prohibits authorized vehicles that are on the "do not tow" list from being towed, unless authorized by certain individuals.
For policies, contracts, plans, agreements, and plan contracts issued or renewed after 12/31/2023, requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services.
Exempts easements granted over public lands affecting the transfer of public lands between DLNR and DOA from formal county subdivision process and approval requirements. Requires the DOA to accept the transfer of and manage certain qualifying non-agricultural park lands. Requires the DOA, prior to offering a lease, to inquire with the DLNR regarding any easements required for access to landlocked forest reserves or other assets on the lands subject to the lease. Requires the lessee to develop a conservation program and plan if conservation resources exist on the land. Before the transfer of non-agricultural park lands, authorizes the DOA to request information from the DLNR related to the establishment of necessary and reasonable easements upon the lands. Requires approval from the board of land and natural resources and the board of agriculture before removing pasture lands for reforestation, or other public purposes.
Establishes the Hawaii reproductive care workforce special fund to be administered by the department of health to support programs that train health care professionals, increase the State's capacity to provide reproductive care services, increase access to reproductive care services in rural and remote areas, provide financial assistance to certain students at the University of Hawaii, and project reproductive care workforce needs. Appropriates funds.
Establishes a telework tax credit for small business employers who allow telework for at least 30% of their employees.
Beginning 7/1/2024, subjects all electric vehicles to a state mileage-based road usage fee instead of paying a registration surcharge. Requires a vehicle inspection certificate to state the odometer reading of the vehicle. Clarifies that the type of fuel required on applications for vehicle registration includes batteries or electricity. Requires the department of transportation to develop a long-term mileage-based usage fee implementation plan for all passenger vehicles and light duty trucks by 2033. Requires the department of transportation to seek federal funding. Appropriates American Rescue Plan Act funds for the state mileage-based road usage fee program.
