RELATING TO TARO.

Exempts from the general excise tax the gross proceeds or income received from the sale of any product resulting from the cultivation and production of unprocessed taro and value-added products whose primary ingredient is taro or taro leaf. Effective 6/30/3000. Repeals 6/30/2028. (HD2)

RELATING TO CHAPTER 457J, HAWAII REVISED STATUTES.

Exempts birth attendants practicing on or before 7/1/2025 from licensure requirements, under certain conditions. Expands qualifications for licensure to include the North American Registry of Midwives portfolio evaluation process. Effective 6/30/3000. (HD2)

RELATING TO NATIVE POLLINATORS.

Requires the University of Hawaii to develop and implement a two-year native pollinator habitat pilot project to be deployed at the University of Hawaii at Manoa campus and the University of Hawaii at Hilo campus. Appropriates funds for a technician position, student help, and supplies for each campus site. Effective 6/30/3000. (HD2)

RELATING TO CESSPOOLS.

Implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools and priority level 2 cesspools by requiring priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2030, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2035, rather than before 1/1/2050. RELATING TO VESSELS.

Prohibits a vessel from being fumigated on ocean waters. Allows an owner whose vessel is required to be fumigated on ocean waters to apply for an exemption from the division of boating and ocean recreation. Requires any vessel granted an exemption to be fully covered and sealed while being fumigated and for any period of time thereafter needed to prevent fumigant or other chemicals from entering ocean waters. Effective 6/30/3000. (HD1)
