RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM OF THE STATE OF HAWAII.

Encourages the employees' retirement system, in evaluating venture capital investments, to consider opportunities in industries that will sustain Hawaii's natural environment or produce economic opportunities for its residents, including renewable energy businesses and businesses that use the investment capital to acquire the infrastructure and services needed to become energy sustainable. If the employees' retirement system board of trustees determines that it is not prudent to invest in any Hawaii venture capital meeting this description, requires the board to report the rationale for the decision in its annual report to the legislature. Appropriates funds. Effective 6/30/3000. (HD1)

RELATING TO EDUCATION.

Requires DOE to develop and implement safety training for all cafeteria student helpers and ensure the student helpers receive the training prior to them volunteering. Requires DOE to provide personal protective equipment for all cafeteria student helpers prior to the student helpers volunteering. Requires all cafeteria student helpers to be directed and supervised by trained personnel at all times. Effective 6/30/3000. (HD1)

RELATING TO AGRICULTURE.

Increases the percentages of local agricultural products that certain departments are required to purchase by certain deadlines. Expands annual reporting requirements to include the total spending by certain market channels. Requires the University of Hawaii system to include a corrective action plan in its respective report to the legislature, should it not meet its benchmark. Repeals the separate benchmark for the department of education that requires thirty per cent of food served in public schools to consist of locally sourced products by 2030. Appropriates funds for the establishment of a farm-to-state liaison within the office of the governor. Effective 6/30/3000. (HD1)

RELATING TO PROCUREMENT.

Allows bidders to clarify or correct immaterial or technical information required as part of a bid submission for up to twenty-four hours after the bid submission deadline. Requires that bids for construction be opened no sooner than twenty-four hours after the deadline for the submission of bids. Defines "immaterial or technical information". Repeals 6/30/2026. Effective 6/30/3000. (HD2)
