RELATING TO THE LAND CONSERVATION FUND.

Sets the amount of conveyance tax revenues to be paid into the Land Conservation Fund to a certain per cent or monetary cap, whichever is less, of conveyance taxes collected each fiscal year. Effective 7/1/3000. (HD1)

RELATING TO ENVIRONMENTAL ASSESSMENTS.

RELATING TO POLICING.

Requires county police departments and police oversight agencies to collect and report certain data regarding police stops, uses of force, and complaints to the Crime Prevention and Justice Assistance Division of the Department of the Attorney General. Requires the Division to collect and publish incident-level information and an annual report on the data collected. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAIIAN LANGUAGE.

Requires that the Hawaiian version of a law be held binding if the law in question was originally drafted in Hawaiian and then translated into English and the law has not been later amended, codified, recodified, or reenacted in English. Effective 7/1/3000. (HD1)

RELATING TO AMBULANCES.

Appropriates funds to the Department of Health to purchase of one advanced life support ambulance and related equipment to be based in central Maui, fund pay-related personnel costs for state-certified emergency medical services personnel, and increase the predictability and stability of available air ambulance services for all islands in the State. RELATING TO CHILD CARE.

Establishes a child care classroom contracts pilot program to require the Department of Human Services to contract directly with child care center providers in licensed infant and toddler child care centers and group child care centers that meet certain criteria. Requires reports to the Legislature. Sunsets the pilot program on 6/30/2028. Effective 7/1/3000. (HD1)

RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fees, fines, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed before the effective date of the Act. Limits court-ordered community service for a minor to no more than seventy-two hours. Repeals certain penalties imposed on parents, guardians, or other persons associated with unaccompanied children in streets and unmarried minors in dance halls. Effective 7/1/3000. (HD2)

RELATING TO DECARBONIZATION.

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to study the feasibility of implementing a "buy clean" decarbonization policy and program in Hawaii. RELATING TO THE KEAUHOU AQUIFER SYSTEM.

Establishes and appropriates funds for the Keauhou Aquifer System Monitoring Pilot Project within the Department of Land and Natural Resources. Appropriates funds for the installation of two monitoring wells in the Keauhou Aquifer System. Requires reports to the Legislature. Effective 7/1/3000. (HD1)
