Rep. Mahina Poepoe

Establishes the Hawaii reproductive care workforce special fund to be administered by the department of health to support programs that train health care professionals, increase the State's capacity to provide reproductive care services, increase access to reproductive care services in rural and remote areas, provide financial assistance to certain students at the University of Hawaii, and project reproductive care workforce needs. Appropriates funds.

Requires the School Facilities Authority to consider establishing preschool classrooms in or near hotels, office buildings, and other urban areas with high centers of employment, with consideration given to the locations convenient for parents. Authorizes the School Facilities Authority to provide matching funds for preschool construction.

Provides that an employee who earns an hourly wage shall be entitled to one-half hour of a paid break for every eight hours of labor performed within a warehouse.

Establishes a telework tax credit for small business employers who allow telework for at least 30% of their employees.

Beginning 7/1/2024, subjects all electric vehicles to a state mileage-based road usage fee instead of paying a registration surcharge. Requires a vehicle inspection certificate to state the odometer reading of the vehicle. Clarifies that the type of fuel required on applications for vehicle registration includes batteries or electricity. Requires the department of transportation to develop a long-term mileage-based usage fee implementation plan for all passenger vehicles and light duty trucks by 2033. Requires the department of transportation to seek federal funding. Appropriates American Rescue Plan Act funds for the state mileage-based road usage fee program.

Requires the Department of Business, Economic Development, and Tourism to develop a program to provide grants to match funds for hotel employees to buy hotels and establish employee-owned hotel cooperatives. Appropriates moneys.

Creates an office of Native Hawaiian health within the department of health. Appropriates funds.

Requires issuers of Medigap insurance in the State to accept an eligible individual's application for coverage at any time throughout the year and prohibits issuers from denying the applicant a Medigap policy or certificate or make any premium rate distinctions because of health status. Requires the Insurance Commissioner to amend or adopt rules accordingly.

Specifies that the registration fee for mopeds shall not exceed $100 per year, as determined by the counties' director of finance. Specifies that the issuance fee for a tag or emblem shall be no more than $20.

Expands the coffee labeling and advertising requirements to include ready-to-drink coffee beverages and inner packages and inner wrapping labels. Requires disclosure on the label of coffee blends of the respective geographic and regional origins and per cent by weight of the blended coffees. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.
