RELATING TO STRENGTHENING ACCESS TO HIGHER EDUCATION.

Expands eligibility for the Hawaii community college promise program to all qualified students. Appropriates funds to expand access to community college to qualified Hawaii residents through Hawaii community college promise program scholarships. Effective 6/30/3000.

RELATING TO EARLY LEARNING ACCREDITATION.

Establish within the Department of Human Services' Child Care Assistance Program, a Child Care Accreditation Program to support licensed or registered child care providers to obtain accreditation from a national early learning accrediting organization. Extends the deadline by which unaccredited service providers of the Preschool Open Doors Program must commence the accreditation process and obtain accreditation. Appropriate funds.

RELATING TO PUBLIC NOTICES.

Amends certain publication procedures to require the publication of information to be on the appropriate state or county department's website, rather than in a newspaper.

RELATING TO COMMERCIAL ACTIVITIES ON BEACHES.

Prohibits any person from presetting commercial beach equipment on any public beach under the jurisdiction of the department of land and natural resources, unless the customer is physically present. Requires commercial vendors to expeditiously remove commercial beach equipment after the customer has finished using it. Allows the department of land and natural resources to grant exemptions through rules adopted pursuant to chapter 91, Hawaii Revised Statutes. Establishes administrative fines for violations. Pertains only to public beaches and does not include private lands, including accreted lands.

RELATING TO THE ENVIRONMENTAL IMPACTS OF AIR TRAVEL.

Establishes the mitigation of the climate effects of commercial air transportation task force to identify, analyze, and make recommendations to mitigate the carbon load of, contributions to global warming made by, and effects on the climate caused by commercial air travel to the State.

RELATING TO PROTECTING AGENCY POSITIONS FROM ELIMINATION REQUIREMENT.

Prohibits the elimination of funding for vacant positions in the department of human services and department of health for five years, or until the director of human services or director of health, as applicable, requests that the positions be eliminated, whichever occurs first.

RELATING TO NURSES.

Requires state participation in the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state.
