RELATING TO TRANSIENT ACCOMMODATIONS.

Establishes requirements for transient accommodations brokers prior to publishing an advertisement on the availability of a property for lease or rent on behalf of an operator or plan manager. Prohibits transient accommodations brokers from engaging in business with an operator or plan manager who is not in compliance with state laws and county ordinances. Prohibits a hosting platform from providing booking services in connection with a transient vacation rental that is not lawfully certified, registered, or permitted as a transient vacation rental under applicable county ordinance. Effective 6/30/3000. (HD1)

RELATING TO GENERAL EXCISE TAX EXEMPTIONS.

Establishes a general excise tax exemption for the gross proceeds or income from the manufacture, production, packaging, and sale of diapers. Effective 6/30/3000. (HD1)

RELATING TO SCHOOL PSYCHOLOGY.

Establishes licensure requirements for school psychologists to be administered by the board of psychology. Requires all school psychologists to be licensed by 7/1/2025. Increases the composition of the board of psychology to include two school psychologists. Effective 6/30/3000. (HD1)

RELATING TO INITIATION OF PROSECUTION.

Specifies that a subsequent attempt to prosecute a felony using an alternative charging method, after the first attempt has failed, shall not be permitted unless certain conditions are met.

RELATING TO THE ENVIRONMENT.

Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaii state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaii state energy office as the agency responsible for developing and administering the program and requires the Hawaii state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program. Effective 7/1/3000. (HD1)

RELATING TO CLIMATE MITIGATION.

Requires each regulated electric and gas utility to use the estimated social cost of greenhouse gas emissions established by the United States Interagency Working Group on the Social Cost of Greenhouse Gases in that utility's respective integrated resource planning process. Requires the State to consider the estimated social cost of greenhouse gas emissions in planning new infrastructure and capital improvement projects and when designing and constructing new buildings. Effective 7/1/3000. (HD1)

RELATING TO HUMAN TRAFFICKING.

Converts the human trafficking victim services fund to a human trafficking reparations fund. Revises the purpose of the fund to provide direct financial assistance to victims of trafficking. Requires the department of human services, rather than the department of labor and industrial relations, to administer the fund. Effective 6/30/3000. (HD1)

RELATING TO HEALTH.

Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for medication used for the treatment of obesity or weight loss management for a covered individual who is overweight and has one or more related comorbidities.

RELATING TO CORRECTIONS.

Requires the Hawaii Correctional System Oversight Commission to oversee the development or expansion of new or existing correctional facilities. Prohibits moneys for construction or other capital expenditures from being requested in the executive budget process or expended unless the Hawaii Correctional System Oversight Commission has approved the project. Appropriates moneys to and authorizes staff positions for the Hawaii Correctional System Oversight Commission to perform expanded oversight duties. Appropriates moneys to the Department of Public Safety to begin planning new or redeveloped correctional facilities in each county.
