RELATING TO HUMAN TRAFFICKING.

Converts the human trafficking victim services fund to a human trafficking reparations fund. Revises the purpose of the fund to provide direct financial assistance to victims of trafficking. Requires the department of human services, rather than the department of labor and industrial relations, to administer the fund. Effective 6/30/3000. (HD1)

RELATING TO HEALTH.

Establishes a joint task force to review policy issues and opportunities relating to the navigation, access, and coverage of medicaid services by individuals with autism or fetal alcohol spectrum disorder and make a recommendation on whether a waiver or other approval from the Centers for Medicare and Medicaid Services is necessary to ensure accessibility of certain services for individuals with autism or fetal alcohol spectrum disorder. RELATING TO SUSTAINABLE GROUNDWATER YIELDS.

Requires the University of Hawaiʻi, in consultation with the commission on water resource management, to develop a scope of work and cost analysis to complete a flexible groundwater model that proposes methods for determining the needs of traditional and customary Native Hawaiian practices, climate change projections, and groundwater dependent ecosystems. Requires a joint report to be submitted to the legislature by 11/1/2023. Effective 6/30/3000. (HD1)

RELATING TO ELECTRONIC SMOKING DEVICES.

Includes electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Establishes a tax of ten per cent for the wholesale price for electronic smoking devices. Allocates a portion of funds collected on excise taxes on electronic smoking devices to the trauma system special fund, community health centers special fund, emergency medical services special fund, and tobacco enforcement special fund. Permits funds in the tobacco enforcement special fund to be used to enforce provisions prohibiting the sale and distribution of electronic smoking devices to, and possession or use of electronic smoking devices by, persons under the age of twenty-one.
