Within the department of education formally establishes the trauma-informed education pilot program. Appropriates funds for one twelve-month complex area trauma-informed resource teacher permanent position and one district educational specialist II permanent position for the Castle-Kahuku complex area. RELATING TO CAPITAL GAINS.

Increases the capital gains tax threshold from 7.25 per cent to 9 per cent. Increases the alternative capital gains tax for corporations from 4 per cent to 5 per cent. Applies to tax years beginning after 12/31/2022. Effective 6/30/3000. (HD1)

RELATING TO HEALTH.

Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for medication used for the treatment of obesity or weight loss management for a covered individual who is overweight and has one or more related comorbidities.

RELATING TO HEALTH.

Repeals existing law that requires the Department of Health to conduct unannounced visits and inspections, including inspections for relicensing or recertification, of state-licensed special treatment facilities. Requires the Department of Health to prioritize investigations of complaints against state-licensed or state-certified care facilities based on the degree of severity of the allegations. Clarifies that any person, corporation, or any other entity that provides health care or human services is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals existing law providing that a landlord shall not be deemed to be providing home care services or operating a care facility that requires a license under specified conditions. RELATING TO RECIDIVISM REDUCTION.

Authorizes the Hawaiʻi paroling authority to award credits to parolees for compliance with the terms and conditions of parole supervision that accordingly reduce the overall term of parole supervision.

RELATING TO REPRODUCTIVE CARE.

Establishes the Hawaiʻi reproductive care workforce special fund to be administered by the department of health to support programs that train health care professionals, increase the State's capacity to provide reproductive care services, increase access to reproductive care services in rural and remote areas, provide financial assistance to certain students at the University of Hawaiʻi, and project reproductive care workforce needs. Appropriates funds.

Requires the department of public safety, or its successor agency, in collaboration with the department of human services, to develop and establish a social work training program to assist nonviolent incarcerated individuals in the area of social work.
