Increases the penalty for the desecration of Hawaiian and non-Hawaiian burial sites from a misdemeanor to a felony.

Extends the right to enter private property and remove or stabilize natural hazards that are at risk of harming the public or other properties to the county in which the private property is located and that county's respective mayor.

Amends the contents of reports to include specific geospatial data and information, site information, and increased detail on the amount of restricted use pesticides used. Requires a landlord to accept either rental security insurance or security deposit installment payments in lieu of a traditional security deposit, upon a tenant's request.
Establishes the Hawaiʻi Cannabis Authority and Cannabis Control Board within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant. Beginning January 1, 2026, legalizes the personal adult use of cannabis. Establishes taxes for adult-use cannabis sales. Transfers the personnel and assets of the Department of Health and assets Department of Agriculture to the Hawaiʻi Cannabis Authority. Appropriates funds.

Clarifies that the Governor may re-declare a state of emergency that has been terminated. Specifies when certain prohibitions during an emergency or a severe warning expire. Defines "severe warning".
Appropriates funds to the University of Hawaiʻi Cancer Center to conduct a multiethnic cohort study focusing on the social determinants of health, lifestyles, environmental exposures, and resilience factors of Native Hawaiians, Pacific Islanders, and Filipinos. Requires the Cancer Center to seek federal funding to complete the study.
