RELATING TO THE ADMINISTRATION OF THE COMMISSION ON WATER RESOURCE MANAGEMENT.

Replaces the position of Deputy to the Chairperson of the Commission on Water Resource Management with the position of Executive Officer, who shall be appointed and managed by the Commission. Authorizes the Commission on Water Resource Management to retain independent legal counsel. Makes the Chairperson of the Board of Land and Natural Resources an ex officio member of the Commission on Water Resource Management and provides that the Commission shall elect a chairperson from among its non ex officio members. Requires the Commission on Water Resource Management and Department of Land and Natural Resources to establish procedures and safeguards to avoid conflicts of interest. Effective 6/29/3000. (HD1)

RELATING TO CAMPUS SAFETY.

Requires all existing University of Hawaiʻi employees to be provided training on federal laws and University of Hawaiʻi policies regarding sex discrimination and sexual misconduct by December 31, 2024. Clarifies that amnesty provisions are applicable to only students and the student conduct code. Appropriates funds out of the general revenues of the state, rather than the University of Hawaiʻi Tuition and Fees Special Fund, for fiscal year 2024-2025 for operating expenses and to establish positions. RELATING TO TAXATION.

Imposes conveyance tax on the transfer of a controlling interest of an entity with an interest in real property. Stipulates that the imposition of the conveyance tax on transfers of entity ownership shall not apply to any transfer of interest or acquisition between entities wholly owned by the same common ownership that results in no change in the beneficial ownership. Imposes the conveyance tax on certain transfers of real property at the lowest tax rate.
