RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Repeals language that gives the director of finance discretion to use moneys in the Hawaiʻi ABLE savings program trust fund if the director elects to accept deposits from contributors instead of sending deposits directly to the ABLE program manager. Authorizes the director of finance to expend moneys in the Hawaiʻi ABLE savings program trust fund to provide incentive payments to Hawaiʻi public school ABLE account owners. Appropriates moneys to fund incentive payments. Establishes and appropriates moneys to fund one full-time equivalent (1.0 FTE) permanent position to provide statewide outreach, advocacy, and relationship management for the Hawaiʻi ABLE savings program. RELATING TO TOURISM.

Establishes an Office of Tourism and Destination Management within the Department of Business, Economic Development, and Tourism that encompasses regenerative tourism and best practice destination management. Transfers the functions, duties, appropriations, and positions of the Hawaiʻi Tourism Authority to the Office of Tourism and Destination Management. Requires the Office of Tourism and Destination Management to implement certain county destination management action plans. Dissolves the Hawaiʻi Tourism Authority and the Board of Directors for the Hawaiʻi Tourism Authority. Appropriates funds. (SD3)

RELATING TO GENDER PARITY IN PROGRAMS FOR INCARCERATED WOMEN.

Appropriates funds to the Hawaiʻi Correctional System Oversight Commission to study all programming offered to persons incarcerated at correctional facilities and convene a group of incarcerated women for the purpose of identifying gaps in the programming offered to female inmates. Requires that the study be submitted to the Legislature by 6/30/2024. Effective 7/1/2050. (SD2)

RELATING TO ADAPTATION PATHWAYS PLANNING.

Expands the authority of the State and counties to develop adaptation pathways plans to modify and relocate infrastructure away from critically threatened areas to locations outside sea level rise and coastal flooding exposure areas. RELATING TO RESTORATION OF BEACH LANDS.

Amends the definition of "beach restoration" used in laws governing the Board of Land and Natural Resources' powers to engage in beach restoration to include activities undertaken to maintain and improve beaches and dune systems through management of sand and native dune vegetation, remove abandoned and remnant manmade materials from beaches and dunes that pose a risk to public health and coastal ecosystems, and nourish eroded beaches through the placement of compatible sand from an outside or adjacent source, with or without stabilizing structures. RELATING TO THE ENVIRONMENT.

Requires the Department of Health to conduct a statewide needs assessment and establish an advisory council to determine what would be needed to transition to a more circular system with less waste generation, more reuse, and an extended producer responsibility program for packaging materials and paper products. RELATING TO SCHOOL SAFETY.

Requires the Department of Education to create emergency access plans for each Department school. Requires each Department school to have a comprehensive school evacuation communication plan for use during emergencies. Requires the Department of Education to collaborate with the Department of Transportation to assess all Department school campuses to determine if there are sufficient emergency evacuation routes for each campus and report to the Legislature. RELATING TO THE KAAAWA-HAUULA COMMUNITY-BASED LONG-RANGE TRANSPORTATION PLAN.

RELATING TO DRIVING WHILE INTOXICATED.

Requires the Director of Transportation to convene an intoxicated driving reduction working group, under the leadership of Hawaiʻi's strategic highway safety plan, to make recommendations for amendments to existing laws to reduce incidents of intoxicated driving. Effective 7/1/3000. (HD2)
