RELATING TO LIQUOR LAW VIOLATIONS.

Establishes enhanced penalties for multiple violations of the same liquor law by licensees in a county with a population of 500,000 or more, under certain circumstances.

RELATING TO PAID FAMILY LEAVE.

By 1/1/2027, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2028, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program.

RELATING TO AGRICULTURAL BIOSECURITY.

Requires the Department of Agriculture to lead and coordinate the State's invasive pest control and eradication biosecurity efforts. Establishes certain reporting requirements. Appropriates funds to the Department of Agriculture for programs and positions in agricultural biosecurity. Appropriates funds to each county as a grant-in-aid, subject to a county match, for the implementation of feral chicken control programs. (CD1)

RELATING TO EMERGENCY MANAGEMENT.

Removes the ability of the Governor or a mayor to suspend electronic media transmission during a state of emergency or local state of emergency, respectively. (CD1)

RELATING TO LAW ENFORCEMENT.

Establishes as a goal of the State the increased representation of female law enforcement officers in the State by 2030 and nonbinary law enforcement officers in the State. Requires each law enforcement agency to recruit law enforcement officers from diverse backgrounds. (SD1)

RELATING TO WASTEWATER.

Requires the University of Hawaiʻi Water Resources Research Center and the Sea Grant College Program to develop an overlay with the Hawaiʻi Cesspool Prioritization Tool to identify specific priority areas in which the county sewer system or other centralized treatment system may most feasibly be expanded or constructed to reduce or eliminate cesspools before 1/1/2050. RELATING TO WILDLIFE.

Expands the department of land and natural resources' rulemaking authority to include any rule deemed necessary to protect certain wildlife. Expands the board of land and natural resources' authority to timely adopt, amend, or repeal certain rules if the board finds that the action is necessary to implement effective and adaptive management measures in response to impacted natural resources or in light of newly available technology or data. RELATING TO AQUATIC RESOURCES.

Expands the Department of Land and Natural Resources' rulemaking authority to include any rule to impose restrictions or requirements deemed necessary to protect certain aquatic life. Expands the Board of Land and Natural Resources' authority to temporarily adopt, amend, or repeal certain natural resource rules by formal action at a publicly noticed meeting if the board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in light of newly available technology, or in light of newly available data. RELATING TO FIRE PREVENTION.

Increases the maximum fine for violations of the fire protection laws. Specifies that each day a violation exists or continues to exist shall constitute a distinct and separate offense. Raises the criminal penalty for the offense of arson in the fourth degree to a class C felony if the offense was committed during the time period and within the geographic area in which a red flag warning was in effect. Provides that the state of mind requirement with respect to the attendant circumstance that the red flag warning was in effect is negligence. (SD1)
