Appropriates funds for the University of Hawaii Intercollegiate Athletic Program.

Establishes the Remote Testimony Task Force to develop procedures to make available remote testimony technology throughout the State that enables the public to testify remotely via the Internet during legislative proceedings. Requires a permit from the Department of Land and Natural Resources before holding a regatta, marine parade, or surfing contest. Requires permit applications to be submitted up to one year and at least forty-five days before the start of the proposed event. Allows DLNR to assess and collect a fee for permit processing. Requires DLNR to collect a deposit that is nonrefundable if the event is canceled within sixty days of the start of the event. Effective 7/1/2050. (SD1)
Makes an appropriation for a regional nutrient cycling pilot program on Maui. Requires DOA to report on the efficacy of the pilot project.
Allows advanced practice registered nurses who hold an accredited national certification in an advanced practice registered nurse psychiatric specialization to offer care and services to minors and patients in assisted community treatment programs similar to care and services offered by physicians and other health care service providers. Requires advanced practice registered nurses proving care and services to patients in assisted community treatment to hold prescriptive authority. (SD1)
