Appropriates funds to the University of Hawaii at Hilo for programs, studies, and activities related to the prevention and eradication of rat lungworm disease. (HB2104 HD1)
Requires DOE to conduct a review of all school consolidation studies completed by the Department within the past 10 years to determine whether the findings and recommendations of the studies are still valid, review the feasibility of using the school facilities as sanctuary spaces for vulnerable populations, and report to the Legislature. Authorizes and regulates short-term lending in the State such that short-term loans shall not exceed a term of thirty months, require payments not to exceed eight per cent of the borrower's gross monthly income, and other conditions.

Requires the listing of subcontractors and joint contractors where the total bid value may be less than $5,000,000, but only if electrical; plumbing; asbestos; elevator; or boiler, hot-water heating, or steam fitting work is involved.
Proposes amendments to the Hawaii State Constitution to advance the State's goal of providing a quality public education system for the children of Hawaii by authorizing the Legislature to establish, as provided by law, a surcharge on residential investment property valued at $1,000,000 or greater and visitor accommodations.
