RELATING TO STATE FUNDS.

From 1/1/2022 through 12/31/2023, temporarily suspends certain general excise and use tax exemptions. Increases conveyance taxes for the sale of non-commercial properties valued at $4,000,000 or greater. Effective 1/1/2022. (HB58 CD1)

RELATING TO DEVELOPMENT DISTRICTS.

Establishes the Pulehunui community development district. Establishes community development district authority boards for each community development district. Amends the membership and reassigns certain duties of the Hawaii Community Development Authority to the community development district authority boards. Effective 7/1/2021; provided that certain provisions are effective 07/1/2022. (CD1)

RELATING TO CRIMES AGAINST SENIORS.

Lowers the age at which enhanced penalties apply for crimes against seniors from sixty-two years of age to sixty years of age. Makes commission of certain criminal offenses against a senior's person or property applicable if the perpetrator knows or reasonably should know the senior victim's age. (SD1)

RELATING TO THE TRAFFIC CODE.

Amends the statewide traffic code to allow for the county chiefs of police to designate county employees to issue citations for traffic violations. (SD1)

RELATING TO AFFORDABLE HOUSING.

Removes the construction completion deadline for the Leialii affordable housing project. Specifies that the developer of the Keawe street apartments affordable housing project shall only be responsible for all associated costs of the archaeological inventory survey for the footprint of the project and not for the cost of the archaeological inventory survey for the entire Villages of Leialii master planned community. RELATING TO AGRICULTURAL LANDS.

Amends certain land subdivision and condominium property regime laws related to agricultural land, as recommended pursuant to Act 278, Session Laws of Hawaii 2019, to ensure certain condominium property regime projects within the agricultural district are used for agricultural purposes. (SD2)

RELATING TO THE LANDLORD-TENANT CODE.

Extends the required period for a notice of termination of the rental agreement from five days to fifteen days. Requires landlords to provide notice with specified terms and enter into mediation. Delays when a landlord may seek possession of a dwelling unit if the tenant schedules or attempts to schedule mediation. Requires landlords to provide the notice of termination of the rental agreement to a mediation center that offers free mediation for residential landlord-tenant disputes. Restricts when a landlord may exercise these remedies depending on the amount of rent due. Appropriates funds. Repeals certain provisions one year after expiration of the governor's final eviction moratorium emergency supplementary proclamation related to the coronavirus disease 2019 pandemic or 12/31/2022, whichever is sooner. RELATING TO CITATIONS.
