RELATING TO STUDENT TRANSPORTATION.

Requires the Department of Education to establish a tiered student bus fare rate system to include free bus passes for students and households that qualify for free or reduced lunch under the free and reduced price lunch program. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO THE STATE BUILDING CODE COUNCIL.

Requires the state building code council to consult with building industry trade associations to gather cost data on the implementation of certain building codes or standards and calculate the financial impact of those codes and standards, including amortized utility costs, on the cost of single-family and multi-family homes built in the State. Requires the annual report to the governor to include the cost provided by building industry trade associations on certain codes and standards adopted by the council. Effective 1/1/2050. (HD2)

RELATING TO THE NEIGHBOR ISLANDS BLIND AND VISUALLY IMPAIRED SERVICE PILOT PROGRAM.

Requires the department of human services to establish a neighbor islands blind and visually impaired service pilot program that provides training and other services to blind or visually impaired individuals residing on the neighbor islands. RELATING TO AGRICULTURE.

Amends the focus, scope, and management of the agribusiness development corporation (ADC). Appropriates funds to ADC for a consultant for planning, an accountant, and for security on ADC property. Repeals the requirement that all agricultural projects, agricultural development plans, and project facility programs developed by ADC be approved by the board of agriculture before implementation. RELATING TO GOVERNMENT OPERATIONS.

Establishes the director of business, economic development, and tourism, or a designee of the director, as an ex-officio, voting member of the Hawaii tourism authority and the school facilities authority board. Transfers the stadium authority from the department of accounting and general services to the department of business, economic development, and tourism. On July 1, 2023, transfers the school facilities authority from the department of education to the department of business, economic development, and tourism. Amends the composition of the stadium authority. Requires that administrative expenses incurred for the stadium development special fund be deducted. Effective 10/18/2050. (HD2)
